In 1945 the California Community Redevelopment act was enacted to help cities fight urban blight and in 1951 Tax Increment Funding was enacted to help cities raise funds to match the federal funds. “Signage is not too much to ask for especially when live fire activities are planned for the area.” Last Friday I sat as an observer in federal court and watched 38 persons plead guilty to trespassing on government property even though there was inadequate signage to assist in identifying the boundary of said restricted land.
