Yucca Valley, Ca.- CFO/AGM Frank Luckino of the Hi-Desert Water District made sure his deficit budget stuffed more stockings of the Staff of the HDWD, including his own, with merit raises of 3.5% plus a 2% cost of living increase.                   LUCKINO FAILED, AGAIN, TO BRING IN A BALANCED BUDGET: As reported on Cactus Thorns, September 3, 2011,  Chief Financial Officer/Assistant General Manager Frank Luckino presented a “balanced” budget to the HDWD Board of Directors using $500,000 Town of Yucca Valley...

HDWD soaks ratepayers with another rate increase!

Reporter Derwood Andrews reported today that the Hi-Desert Water District voted last night for new water fee of an extra $2.50 per month “for domestic customers with a 5/8th meter.” With a whippet show of humor, Derwood wrote: “There must have been something in the water last night at the Hi-Desert Water District Meeting.” The HDWD’s plan has the imprimatur of the entire HDWD Board. The vote was 5-0. This comes following the HDWD administrator’s pay raise they received. Given the massive approaching storm on the horizon for new...

HDWD Slants Sewer Survey-”Pull The Plug!”

September 7, 2011
By

Yucca Valley, Ca.-(OPINION AND DISGUST!) The Hi-Desert Water District is currently conducting a survey to evaluate the “rate payer’s appetite” to accept a lien placed on their property to finance the mandated sewer project. I was told this was going to be conducted by an independent professional organization that has done many of these surveys in several cities and towns. I was also told the HDWD has NOTHING to do with the questions being asked by this survey team. Well, I was told a flat out bold face lie!...

Breaking News! Luckino-Quits YV Town Council

Yucca Valley, Cal.- In a breaking story read here on Cactus Thorns on May 26, 2011, I wrote about Frank Luckino’s promotion to Hi-Desert Water District Assistant General Manager/CFO which would require him to step down from the Town Council. This evening, at the regular meeting of the HDWD Board of Directors, it was made official with very little debate on the matter, with the exception of the Directors insisting CFO Frank Luckino step down from his duties as Mayor Pro-tem of Yucca Valley Town Council despite the fact he has...

Nuaimi Rescues Museum From Luckino’s Axe

Yucca Valley, Cal.- As I see it. The Yucca Valley Town Council met last evening in an intensive three hour meeting examining the proposed CFD, Community Facilities Districts, appointment of a Yucca Valley Planning Commissioner and the fiscal budget of 2011-2012, among other items, that I will cover in a separate post. The Budget. The Town of Yucca Valley is dealing with their fifth year of declining revenues due to the economy and declining values of our local real estate.  Looking for creative ways to present a balanced budget and address the backlog...

Nuaimi’s Mello-Roos Property Tax-Coming Soon!

YV TOWN COUNCIL TO RAISE PROPERTY TAXES TO SELL BONDS-”DEBT IS GOOD!” Yucca Valley, Ca.- Yucca Valley Town Manager, Mark Nuaimi, has designs to tax the properties of Yucca Valley, on top of the regular property tax. His philosophy that “Debt is Good” if backed by the Yucca Valley Town Council with his plan to form Special Tax Districts under the guise of Mello-Roos. Will this be the last nail in the coffin for the Yucca Valley property owners and real estate investors? Most Real Estate Brokers know this as the...

Frank Luckino: “I’m not a politician…”

Mayor Pro Tem Frank Luckino speaks his mind by way of the following thought provoking interview by Hi-Desert reporter, Rebecca Unger. Luckino bites back  (sorta)  at Cactus Thorns writer, Margo Sturges.  Although he doesn’t mention Margo by name, he says “his critics’ accusations that he isn’t qualified for the job is wrong… . That’s what really irritates me.” Nonetheless, Luckino scores high marks on his FPPC Form 700 filings. Unlike some of his brethren on the HDWD — who seem to be hiding the ball — Mr. Luckino is...
