When 29 Palms filled out their  Enforceable Obligation Payment Schedule (EOPS)  to the State and County Controller they were absolutely convinced that they had the bull by the horns and there was no way that the State Supreme court would go against the RDAs. Now that the Court ruled that RDAs are out of business for good. The City of 29 Palms is stuck with that 29 Palms Enforceable Obligation Payment Schedule. In 1945 the California Community Redevelopment act was enacted to help cities fight urban blight and in 1951 Tax Increment Funding was enacted to help cities raise funds to match the federal funds. Its purpose was to make the Redevelopment Agencies (RDA) self-funding.
