The big game can mean big fun for football fans everywhere; however, rather than waiting until the fourth quarter to designate a driver, have a plan in place before the festivities begin. “We hope everyone can enjoy the fun by designating a driver before the game begins,” said Morongo Basin CHP Area Commander Lieutenant Tim Tompkins. “The safety of your family, friends, and other motorists should be your priority.” Last year on Super Bowl Sunday, CHP officers throughout the state arrested a total of 452 motorists for driving under the influence, and unfortunately, two people were killed in alcohol related traffic collisions. Motorists are encouraged to assist law enforcement in keeping the roadways safe this weekend by dialing 911 to report suspected drunk drivers. Please provide the dispatcher with a description of the vehicle, including the license plate number, its location and the direction of travel. Finally, proper use of safety equipment is a very important element while driving. In fact, an overwhelming majority of the state’s motorists have made the wise choice to buckle up; California is among the top four states in the nation for seat belt usage, and well above the national average. “Seat belts are the most effective equipment to save lives and reduce [...]

It was reported last week here on Cactus Thorns that the Local Senate Boundry was ordered by the State Supreme Court to revert to its existing boundary lines. That Report was inaccurate and we wish to correct the story and apologize to any of our readers who might have been confused. This will mean that we will not have a senate seat representing our area for some period of time. We’re not here to judge if it is fair we just wanted to correct the story. California high court backs panel’s new state Senate districts – latimes.com The California Supreme Court decided unanimously Friday that candidates for state Senate this year should run in new districts drawn by a citizens commission, a plan that may giveDemocrats a two-thirds majority in the upper house. In a ruling written by Chief Justice Tani Cantil-Sakauye, the court said the election districts drawn by the nonpartisan commission, established after a 2008 ballot initiative, were legal and better than alternatives proposed by Republican opponents. The court, six of whose seven members were appointed byRepublicans, called the commission’s maps “a product of what generally appears to have been an open, transparent and nonpartisan redistricting process.”Even if a proposal to scrap the new districts qualifies for [...]

Admittedly, I haven’t attended the last two city council meetings, but I have read the coverage and results of said city meetings. So I base my right to write this article on the past year of experience with the city council and my fight against Redevelopment Agencies and the bonds they issued. The main issue is who has the City Council been listening to? Not the property owners of the full steam ahead Project Phoenix. Not the citizens that have expressed opposition to the bonds and the expanded Project Phoenix, and not even their own City Councilman Corbin. Who have they been listening to? I even dare to say that they haven’t listened to the Governor, who made it clear that RDAs were over and that any action taken after January 2011 would be reviewed as to their eligibility. When did the 29 Palms pass the bond issuances? March- April 2011. I, along with several others, attended a couple of Planning Commission meetings to put on record that it is wrong to let the RDA(City) change the development and zoning codes to benefit Project Phoenix. Double standards are NEVER respected and should NEVER be allowed. Governments should not enter into land [...]

THE MOUNTAIN COMMUNITIES Mountain Businesses Improving Following Highway 330 Reopening It was just over a year ago that residents of the San Bernardino Mountains awoke to discover that several large portions of Highway 330 were washed away by heavy mudslides caused by a devastating winter storm. Perhaps more devastating than the collapse itself was the economic impact felt by mountain businesses and area residents. “The highway closure had a huge economic impact. We really took a hit,” said Big Bear Lake Mayor Bill Jahn. “I don’t think the impact was felt evenly throughout the city, though. Businesses west of the village really saw activity die down, but there was still a general reduction in business activity throughout the city” Running Springs Area Chamber of Commerce President Kevin Somes noted that the highway closure was the final straw for some businesses. “We did see a spike in business closures, as winter revenues are essential to the health and viability of our businesses,” said Somes. Immediately following the collapse, Assemblyman Cook arranged meetings with Caltrans staff and local officials, including Jahn, to seek out solutions and establish a firm timeline for reopening. “We were told at the meetings that repairs could take [...]

SAN FRANCISCO (CN) – Concern over the potential chilling effect on fair use led Google to intervene in the 9th Circuit showdown between an Oregon nonprofit and the beleaguered copyright enforcer, Righthaven. Claiming to have bought the rights to various articles and photos published by the media, Righthaven has filed more than 200 lawsuits against bloggers and websites that republish those materials. Leading the charge in dismissing most of those cases, U.S. District Judge James Mahan ruled in March 2011 that the fair-use doctrine protected publication of a Las Vegas Review-Journal article by the Center for Intercultural Organizing, an Oregon nonprofit. As the parties prepare for an appeal to the 9th Circuit, Google on Friday called Righthaven’s case a “misguided construction of the fair-use doctrine.” The company has not taken a position on merits of the case, but “it has a strong interest in the careful and considered application of the fair-use doctrine,” according to Google’s amicus brief, authored by Fenwick & West attorney Andrew Bridges in San Francisco. “Google urges the court to reject Righthaven’s false assertion that there is ‘almost a per se pronouncement’ in the Ninth Circuit precluding the application of the fair use doctrine when an entire work has been copied,” [...]

I’m posting a brief portion of Martin Luther King’s “Letter From Birmingham Jail” in honor of his birthday. Written in April 1963 from the confines of his cell, it was in response to a “Call for Unity” from eight white members of the Alabama clergy. It’s a gripping intellectual tour de force on social rights and responsibility. It’s less familiar than his “I have Dream” speech but as important. King’s letter has been sort of a guiding light for me over the years, and certainly a seminal influence in my life. It’s long but should be known and understood by every high school and college student – and all of us who enjoy freedom. “Injustice anywhere is a threat to justice everywhere. We are caught in an inescapable network of mutuality, tied in a single garment of destiny. Whatever affects one directly, affects all indirectly.” — MLK It’s far too long to post in its entirety. For the full text of King’s speech. Letter From a Birmingham Jail 16 April 1963 My Dear Fellow Clergymen: While confined here in the Birmingham city jail, I came across your recent statement calling my present activities “unwise and untimely.” Seldom do I [...]
