		<description><![CDATA[The Governor&#8217;s 2012-13 budget proposes to increase spending by 7%.  The Governor&#8217;s spending level is dependent on the Legislature approving a number of spending reductions.  According to the Legislative Analyst, without many of the reductions identified in the Governor&#8217;s budget proposal, spending in 2012-13 will increase 14%. This double-digit growth is fueled by programs such as the state&#8217;s welfare program which is slated to grow 37% in 2012-13 if no changes are made. The Governor&#8217;s proposed reforms to the CalWORKs program, discussed below, will both make budget savings and provide additional incentives to encourage Californians to move from welfare to work.  This reform will restore California&#8217;s welfare program to a program that promotes self-sufficiency consistent with reforms enacted during the Clinton Administration. CalWORKs is the welfare program operated by the state that provides cash grants and job training to low-income Californians. According to the Legislative Analyst, General Fund spending in CalWORKs would grow from $1.1 billion in the 2011-12 budget year to $1.5 billion in 2012-13, absent the Governor&#8217;s budget proposals.  This 37% increase in welfare spending is primarily the result of caseload growth and the fact that last year&#8217;s spending reductions were short-term in nature.[1] Highlights from this week&#8217;s edition of [...]

		<description><![CDATA[I am often amused at how we in 29 palms are told that MCAGCC is a &#8220;National Asset,&#8221; and how it is eager to promote growth in its host city and county. Is the base is a good neighbor and our friend? Really? What is an asset? as·set   [as-et] noun a useful and desirable thing or quality: Organizational abilityis an asset.  a single item of ownership having exchange value. assets, a. items of ownership convertible into cash; total resources of a person or business, as cash, notes and accounts receivable, securities, inventories, goodwill,fixtures, machinery, or real estate ( opposed toliabilities). b. Accounting . the items detailed on a balance sheet,especially in relation to liabilities and capital. c. all property available for the payment of debts,especially of a bankrupt or insolvent firm or person. d. Law . property in the hands of an heir, executor, or administrator, that is sufficient to pay the debts or legacies of a deceased person. Well in our case, the tail wags the dog. The base is a regular commercial paradise. Every kind of store and facility you can imagine, The place is bustling and money goes right into the hands of  Marine Corps Community Services (MCCS). All the while the majority of those who live in the basin are denied access to those commercial services. MCCS is like a velvet gloved Mafia that controls all commerce and community service activities on base in a manner that can only be considered as a government approved monopoly. While the lack of commercial competition and opportunity is one problem, an even more sinister activity is the successful control of local government and economic activity outside the gate of MCAGCC. 		<description><![CDATA[Twentynine Palms Ca&#8211; Motorists in and around Twentynine Palms are asked to be cautious as they navigate Lear Avenue the week of February 13, 2012 through February 16, 2012 and to watch for signs announcing temporary street closures due to crack sealing work on the roadways. The road work will begin Monday morning, February 13, and is expected to take place for 4 days. This work is considered “preventive maintenance” and is being done on various road surfaces throughout the City. Motorists should expect delays on Lear Avenue during the hours of 7:00 a.m. to 4:00 p.m. Alternate routes will be Mesquite Springs Road and Adobe Road if traveling to the Marine Corps Base. 		<description><![CDATA[Former mayor enters supervisors’ race &#124; public, race, mayor &#8211; Desert Dispatch A former three-term mayor of Twentynine Palms has entered the race to unseat County Supervisor Neil Derry in the June elections. Jim Bagley, chairman of the San Bernardino County Airport Commission, said that his broad experience in government makes him the only candidate who can effectively secure state and federal funding for the district. Bagley said that his years of public service showed that he could restore the public’s trust in government. Bagley served on the Twentynine Palms City Council from 1992 to 2004 and was elected mayor in 1995, 2000 and 2003. Bagley said he understands the issues Barstow faces because he has served as the chair of the Desert Mountain Division of the California League of Cities and represented a district containing Barstow on the Bureau of Land Management’s Desert District Advisory Board. 		<description><![CDATA[Apple Valley, CA&#8211; On February 5, 2012, at approximately 8:50 p.m., Deputies from the Apple Valley Police Department responded to the report of a stabbing in the 15700 block of Sago Dell Road in Apple Valley. Upon arrival, deputies were advised that the suspect, Clarence Hogue and  the male victim were in the apartment in the 15700 block of Sago Dell Road in Apple Valley when they had an argument.  During the argument Hogue stabbed the victim with an unknown weapon. After the stabbing, Hogue fled from the location on foot toward Hwy 18 and remains outstanding. Witnesses at the residence called 911 and gave the victim medical aid. Paramedics transported the victim to St. Mary’s Hospital where he was later pronounced deceased.  Deputies from the Apple Valley Station secured the scene. Investigators from the Sheriff’s Homicide Detail responded to the scene to conduct the investigation. Clarence Hogue is a 26 years old Black Male, 5’10” 165 lbs, Transient from the Apple Valley area. He has a Tattoo on front of neck “151”. Hogue is a parole and should be considered armed and dangerous. 		<description><![CDATA[SACRAMENTO &#8211; Assemblyman Paul Cook (R-Yucca Valley) today introduced three measures to reduce state taxes and get California&#8217;s economy moving again.  Together, these bills would provide tax relief to working Californians, small businesses, and retailers. AB 1595 would provide across-the-board sales tax relief for Californians for as long as the economy continues to struggle. If the state unemployment rate does not drop below 8% in the last two quarters of 2012, AB 1595 would reduce the state sales tax by a half cent beginning on July 1, 2013. This would provide an immediate boost to California retailers, while also boosting the spending power for working Californians. The reduction would remain in effect until California&#8217;s economy has recovered and state unemployment has dropped below 8% for 3 consecutive quarters. AB 1596 would expand a popular new hire tax credit program for small businesses. In 2009, $400 million was set aside in the budget to allow small businesses with 20 or fewer employees to earn a $3,000 tax credit for every new employee hired.  As of 2010, less than $40 million had been utilized by this program, leaving over $360 million still available.
