The Governor’s budget relies on a ballot measure that authorizes a five year, half cent increase of the state sales tax and raises personal income taxes for incomes over $250,000.  While the measure purports to generate $6.9 billion for schools, a complicated funding shift means that programmatic funding for schools will remain flat.
