Excuse me – You said What?

I was looking over the various news stories regarding the Council meeting of Tuesday, May 8, 2012. I found what I imagine is a quote on Z107.7. Let me post it here for you to ponder: “He (Warne) added that the successor agency is willing to sue the State over the issue…” that would be the issue of the Bonds and Project Phoenix. My first question is how does Mr. Warne know what Klink, Cole, Mintz, Harris and Corbin are willing to do or not do in regards to...

What to Do, What to Do, What to Do?

what to do

What do you do as an elected official when it becomes crystal clear that you have been given bad advice by individuals that are paid handsomely to give you good advice? One can and does understand minor errors of advice. Such things as misinterpretations of codes or perhaps that this street should not be paved yet. But what do you do when three people provided you advice that did the following: Placed our city into debt for 30 million in order to build something that would cost 11 million....

Really? No Plans Were Made For The Worst Case Scenario?

I am a little perplexed at the recent news out of City Hall. We have the City Manager, the City Attorney, and John Cole speaking to the Desert Trail about matters being a bit uncertain following the California Supreme Court decision in regards to Redevelopment Agencies(RDA’s). For those of us that attended the community information meetings in November we saw in the power point presentation by the City Manager the three possible outcomes of what the California Supreme Court could decide in regards to AB 1X26 and AB 1X27. In a nutshell...

Meeting With The City Manager – The Outcome.

As you know I promised to fill you all in with what happened with my meeting with the City Manager. Cora Heiser accompanied me and I think it was a good and constructive meeting. Present for the city was Mr. Warne, Patrick Munoz and another lawyer from Rutan and Tucker, Frank Spevacek from RSG and Charles Lecaire the Community Development Director. We spent almost a entire hour together. The meeting was without argument and I think that information was provided to city staff that they perhaps were unaware. Much time was...

Who Has Their Facts Right – Gary Daigneault or The Desert Trail or Jay Corbin and The Entire RDA Board?

December 13, 2011

This will be real short. Yesterday Gary Daigneault spoke in an Editorial piece, and I quote, “There is no deal, has never been any expectation of matching funds…” This statement was made in regards to the city building a new 250 seat complex for “Theatre 29″ at the cost of approximately 8.9 million dollars. Lets then take at look at a Desert Trail article of August 10, 2011, “Councilman Jay Corbin asked whether the city would still approach Theatre 29 for help with raising funds for the new theater. He noted that...

“When A Council And A Commission Collide”

On Tuesday, December 13, 2011 an interesting alignment of events will occur at the City Council meeting. As best can be determined from the written records of the city on August 23, 2011 the Council directed the following:  “ACTION: On a motion made by Councilmember Corbin, seconded by Councilmember Klink and carried with a 5-0 voice vote, the City Council directed staff to interpret the Development Code to allow solar uses as a Conditional Use in all land use districts except multifamily and asked staff to bring back an...

WTF CAT

Now before you all think that I lost my mind think again. Unlike some in this Basin of ours I will call the truth out once it is finally found. As you may know I have been working as best as I can in order to get ready for the meeting with the City Manager next week on the 13th and whoever else he has with him. Sometimes finding information is tough but here it goes: On July 26, 2011 City Manager Richard Warne makes a staff report to...

Exactly Who Is Driving This Bus?

I took the opportunity today to review the staff reports for the Planning Commission meeting scheduled for Wednesday, December 7, 2011. Upon reading the staff report for modifying the density and uses for Office Commercial land designations I started to wonder exactly who is running this city and what their plans are. I can tell you that none of the following “stuff” is on record by a single Council member or Planning Commissioner as being brought forward at a Council or Commission meeting. What is established in the record is...

Update: An Answer To My Request

This is update number 2: I am in receipt of an email from Mr. Warne dated December 5, at 7:27 PM. “Mr. Spear: I will have to check schedules of people the City would have attending and let you know. Richard”   I responded that I look forward to the meeting. I will keep the updates coming as I get more information. Update: I am awaiting a response to this, my second email to Mr. Warne: From: Steve Spear Sent: Monday, December 05, 2011 4:45 PM To: rwarne(at)29palms.org Subject: Request for Response Hello...

Lets Get Some Straight Talk Started

As you may all be aware I am very interested in Operation Phoenix. I was on the Council when the project was born in 2008 and approved of it. For various reason the project was put on the back burner. One reason was the Historic Plaza project. I was around for the second expansion of the project to include “Paseos” on the South of the existing buildings along the target area and South of Highway 62. Again, the project was put on the back burner. That brings us to...

Welcome to 29 Palms Ms. Herbel!

Welcome to 29 Palms Ms. Herbel!

There appears to be even more “Red Tape” that was not even presented in the 28 page Staff report. From information that has been provided to me it appears that the “Farmer’s Market” Board of Directors and Lori Herbel have decided to refuse attendance at the market to a local 29 Palms Vendor. Two reasons have been provided by a Harry Bowkley Market and Business Manager of the Board. The first reason was that the vendor did not match the image that Ms. Herbel wished to portray. The second...

A City in Motion?

A City in Motion?

I have been asked by several individuals to expand upon some comments I made about the Smith’s Ranch Veteran’s Flea market that is being held today. The comments were only made by me to express some thoughts and they were made very early in the morning of November 5, 2011. My intent on this day was to go golfing with my friends and to then go home and take a nap and then watch some television. However my plans were diverted by the cold and the wind and golf...
