The use of property tax increments laundered through the old draconian redevelopment agencies before being euthanized is staggering: 58% went to redevelopment agencies. Now, however, the Legislative Report estimates schools and community colleges will receive over half the revenues with the demise of redevelopment agencies. Legislative Analyst Report – California 2011-2012 Budget (scroll down 4 pages). This just may stave off another local tax increase from Copper Mountain College which inevitably would have been necessary. Our greatest assets are our children and college students who will eventually take the rein of society. Meanwhile, the 29 City Council continues to hide behind fancy-pants attorneys, bleeding the system, and an overpaid City Managers — who btw is a really nice guy. They continue to scheme and plan for the extraction of debt Bond money for a playhouse. This money must go to local schools, CMC and local districts and agencies. By design, they continue with their frivolous assault for an unnecessary fifth (5) playhouse in the Basin at the expense of the youth and college students in our area. [...]

County offers prescription discount program for residents vvdailypress.com (01-28-12) , Staff Reports SAN BERNARDINO • San Bernardino County residents can now participate in a prescription drug discount program, which the Board of Supervisors recently approved. Residents can print out a free discount card at www.coast2coastrx.com/sbc. Cards will also become available at most local pharmacies, libraries and many county facilities when the program takes full-swing in a month or so, according to a county press release (emphasis added). The Coast2Coast Rx card will allow all county residents to participate, regardless of their income, age or health status. The discount prescription card is expected to have a sizable impact on uninsured residents and residents facing high insurance deductibles, the release stated. The 2009 California Health Interview Survey revealed that 28.3 percent of adults and 7.5 percent of children in San Bernardino County didn’t have health insurance. “This is an innovative, privately-run program that will improve access to essential medicines and treatments for those who do not have health insurance,” 1st District Supervisor Brad Mitzelfelt stated in the release. “At a time of continuing high unemployment, these cards will make a difference for those who need it most.” Full story Related posts: Second [...]

Remember the story posted in December tattling on the newly-drawn redistricting plan whereby Yucca Valley was to be without a Senator for two years? Hard to believe: taxation with representation and its egregious Constitutional encroachment. The California Supreme Court estopped it. “The court’s decision, written by Chief Justice Tani Cantil-Sakauye, was unanimous.” State Supreme Court to leave boundaries intact for Senate races Los Angeles Times (01-27-13) The California Supreme Court, faced with a possible ballot measure to scrap newly drawn election districts, decided Friday to leave the boundaries in place for this year’s state Senate races. Republican opponents of the new Senate districts asked the state high court to discard them in anticipation that voters may do so in November. A nonpartisan citizens commission drew the boundaries, which Republicans fear will reduce their numbers in the Legislature. A Republican-backed group collected signatures for a November ballot measure to abolish the new districts and asked the court to either draw new lines or use old boundaries for state Senate races in June and November. The agency said the highest level of carbendazim discovered was in a shipment that came from Brazil — it had 52 parts per billion.” FDA seizes nearly 14% of imported orange juice over fungicide By Matt Stevens, Los Angeles Times (01-27-12) Nearly 14% of orange juice imported to the U.S. since early this month has been seized by the Food and Drug Administration because it contained trace amounts of a fungicide, carbendazim, according to the agency. FDA officials said the juice was safe to drink but that carbendazim, used to combat a fungus that leaves black spots on tree leaves, was not allowed in the U.S. “We don’t feel that this is a safety problem,” FDA spokeswoman Siobhan DeLancey said. “This is more of a regulatory issue. “We don’t have any plans to call for a wholesale recall of orange juice.” The FDA has also been testing domestically produced orange juice products.
The Hi-Desert Star is conducting an interesting website POLL. I think the Poll inaccurately reflect that residents do not support the proposed increase in sales tax. Had the right question been asked, I think the Poll would reflect that residents do support the tax increase. Should Yucca Valley residents support a 1 percent sales tax to help pay for the sewer system? 1. Yes: 37 % 2. No: 61% 3. I’m not sure: 2% Although the POLL serves a good purpose, it falls short of the most important query which should be on he minds of Town Hall officials. I think the question below would show a resounding yes vote for a sewer tax, but not for pork barrel project or infrastructure projects outside and separate from the sewer project. 4. Should Yucca Valley residents support a sales tax increase for more than is necessary for mandated sewers? Here is a another question that Town Hall officials do not want asked: 5. Should Yucca Valley retain a public relations firm to promote the tax increase? Town Hall officials are getting very pushy with their proposed add-on tax (not for the sewer project) that would end up in the general account [...]

The San Bernardino Sun, as viewed in InlandPolitics.com By Jim Steinberg (01/24/2012) The Fontana and Rialto city councils scrambled on Tuesday night to approve measures paving the way for a Feb. 1 deadline for the dissolution of their redevelopment agencies. Meanwhile, because of the complexity of what needs to be accomplished in a short time frame, two bond-rating agencies have taken negative actions toward billions of dollars in California bonds secured by redevelopment tax increment revenue. Moody’s Investor Services recently downgraded by one notch $11.6 billion in these state bonds, rated Baa2 and above. It also placed billions of dollars in the remaining bonds in this category on credit watch. “Compliance with the requirements of the new legislative framework may prove challenging, particularly in the near term as affected agencies attempt to interpret the law and comply with its specified time lines,” Moody’s analysts wrote. On Tuesday, Fitch Ratings placed all California bonds secured by redevelopment [...]

If this suit is successful, its another reason for schools to get their fair proportion of tax dollars from defunct redevelopment agencies. If the ACLU wins this suit, it will have a negative impact on school budgets. To what degree depends on the individual districts. LA judge upholds ACLU lawsuit over school fees fees LOS ANGELES — A Los Angeles judge has refused to dismiss a lawsuit that accuses the state of failing to ensure that school districts provide a free education. Superior Court Judge Carl West on Thursday upheld the lawsuit filed by the American Civil Liberties Union-Southern California in 2010 over fees that districts charge students for books and supplies. The ACLU says fees violate the California Constitution’s mandate for a free public education, and that the state is responsible for ensuring districts comply. The state Department of Education said it was not responsible for individual districts’ actions, but the judge disagreed and allowed the lawsuit to proceed. Many districts have sought to make up state funding cuts in recent years by charging students for everything from extracurricular activities to assigned novels for English classes. utsandiego.com AP No related posts.

While a San Bernardino County Superior Court Judge saw through the sham, the legal-political manuver leveled against Derry by the San Bernardino D.A has had little effect on Derry’s positive name identification with voters, reports InlandPolitics. Now that Derry is cleared, will the Morongo Basin Broadcasting Corporation withhold this news from its listeners? InlandPolitics (Saturday, January 21, 2012 , 06:15 p.m.) The highway funding arm of the U.S. Department of Transportation has cleared San Bernardino County Third District Supervisor Neil Derry to resume voting on federally-funded expenditures in his duties as an elected official. The Federal Highway Administration gave Derry the green light effective Friday. Derry lost his voting authority last year after he was charged with two felonies and a misdemeanor for failing to properly report a single $5,000 campaign contribution. Former Senior Assistant Attorney General, and Ramos friend, Gary Schons agreed. A move designed to hurt Derry’s reelection bid and assist Ramos’ friend and political ally James Ramos.
January 19, 2912 “Truthiness [troo-thee-nis] n. the quality of seeming to be true according to one’s opinion without regard to logic or factual evidence. Origin circa 1824.” It is a useful word coined by irreverent television host Stephen Colbert. A few weeks back, I made a red pancake for my daughter and served it to her for breakfast. I achieved the eye-catching ruby hue by using food coloring. Proud of my accomplishment, I took a picture of the red pancake sitting on a lime green plate and sent it to a friend who knows a bit more about food than I do. I then proceeded to get a lecture from her on the condition of the U.S. food supply.
