Citizens panel considered to evaluate ethics code

Riverside council members will consider appointing a panel of citizens to thoroughly evaluate the ethics code and recommend changes, the council’s governmental affairs committee decided Wednesday. “The ends do not justify the means.” If you use illegal mean to accomplish a legal and even desirable result, the good result does not make the bad means you used justifiable.
