Incompetent HDWD General Manager proposes in-house construction

Yucca Valley, Ca.,- If you live in Yucca Valley, you should attend this evening’s Hi-Desert Water District Board meeting at 6 pm at their office.  The Board of Directors will hear reports from Carollo Engineers, their hired engineer representative that specializes in the construction of waste water treatment plants and Atkins Engineering who was hired to engineer the collection system. The most ridiculous consideration to be presented to the HDWD Board is agenda item #8, Comparison of Outsourcing vs In-House construction costs.  The professionals will take TWO years to complete the project while it is estimated the HDWD in-house proposal will take FIVE years to complete?  You’re kidding me right?

The HDWD General Manager is SO INCOMPETENT and the Board is considering to let this person lead the charge to construct a $135 million dollars sewer project?  No..no..no. We’re not talking about a do-it-yourself-plumbing job to replace the kitchen faucet…this is an HUGE undertaking.  This General Manager, who lives down below in the lower desert in Indian Wells and avid golfer, is merely putting in his time to build up his PERS retirement pension plan and could care less if the project drags on for 5 years facing cost overruns or extended liability for the HDWD adding 19 new employees collecting salaries, health insurance and retirement contributions while training on the job.

Anyone who has followed the stories posted on this blog know this General Manager, Ed Muzik, who has NO water experience OR sewer experience has been hoodwinking the Board of Directors while pulling a big salary over $289,000 with only a degree in accounting.  Having moved his way up the ranks from the position of the previous Chief Financial Officer, he has fired anyone with any water knowledge or utility experience. The experienced engineers are gone as is the experienced Field Manager.

Making sure he was indispensable, Muzik created such a hostile work environment for the past Assistant GM/CFO, considered to be training for the position of General Manager, that  AGM/CFO Frank Luckino abruptly left the HDWD to commute to Blythe with little comment or fanfare from the Board. >LINK

GM Ed Muzik has been told time and time again by the Regional Water Control Board there needs to be an experienced staff to proceed on this enormous task.  Muzik can’t even run the HDWD and certainly is not capable of delving in to the sewer business:

$900.00 monthly mileage stipend for HDWD General Manager Ed Muzik, who earns $186,740.11 annual salary, (or $89.78 per hour base rate) plus benefits. Salary: $195,998.00

Phone Stipend: $65.00 per month

Car allowance: $10,800.00 per year ($900 per month)

Accrued Vacation: $24,122.83  (40 hours per year)

Health Insurance: $7,488.00 per year

Employer’s PERS Pension contribution: $38,974.20

(In the past: Ex-wife’s Dental plan: $540.00/$45 per month)
