NOTICE IS HEREBY GIVEN that the City of Twentynine Palms City Council, acting as the Approval Authority, shall hold a Public Hearing at 6:00 p.m. on Tuesday, June 8, 2010, at City Hall in the City Council Chambers, 6136 Adobe Road, Twentynine Palms, California. The purpose of the hearing is to consider the following matter:
An amendment to the City of Twentynine Palms Municipal Code, creating a new Chapter 19.39 “Art in Public Places” to Chapter 19 “Development Code”
establishing the standards, criteria and procedures for the placement of public art within the City of Twentynine Palms.
At a Public Hearing before the Planning Commission at a Regular Meeting on May 18, 2010, the Planning Commission considered the request to amend the Development Code by the addition of a new Chapter 19.39 “Art in Public Places” and upon a three-to-zero vote (one member absent and one abstaining) forwarded a recommendation to the City Council in favor of the concept of an Ordinance to address art in public places and further recommended that a new “fee” for such art not be established.
Pursuant to Section 15305 of the State Guidelines to Implement the California Environmental Quality Act (CEQA), the proposed Development Code amendment constitute a minor alteration in land use limitations (which do not by themselves create or allow an impact to the environment) and are, therefore, Categorically Exempt from further environmental review.
ALL INTERESTED AND/OR AFFECTED PARTIES are invited to submit written comments in favor of, or in opposition to, this matter prior to the time of the hearing, or be heard in support of, or opposition to, the proposed project at the time of the hearing.

In another attempt at forcing everyone else to pay for the excesses of a small special interest group, this proposal to force everyone to buy that “special interests” art to build something or make an improvement to ones property. No one should have to pay a special group to place art. This is Blackmail!
Instead of passing this, the Council should stand up to these Art Nazis, and Tell zu nichts zu gebrauchen Parteiführer Caplinger NO, Nichts, Nine, Naa, Nei!!!!!

Ok, I might be mistaken but I remember reading recently on this site that one of the chambers was the fox gaurding the hen house. I could be out in left field on this one and probably am but does someone connected to the City Council stand to gain directly or indirectly from this amendment?

Public art shoved down our throats just like all the bars, clubs, massage parlors, tattoo shops and barbershops are. Yeah right! I have never seen a bunch of imbeciles run a city as I have seen here. They can stick it where the sun don’t shine.
