Incompetent GM Holding Back Hi-Desert Water Sewer Assessment Figures

This is not a word that I often use but is fitting to describe Ed Muzik, General Manager of the Hi-Desert Water District.  At the recent board meeting of the HDWD, Muzik was asked repeatedly when would he release the sewer assessment figures to the public and why was he holding back the information.  HDWD Director Sarann Graham explained the outreach campaign and brochures have been placed on hold waiting for the assessment costs to be added to literature before going to print.  She and Stadum asked why are there repeated delays to announce the numbers.

Muzik hemmed and hawed saying there were being examined and would be released shortly. Graham kept pressing, “By the next meeting?” Muzik said he did not think so, but sometime this month.  Again Graham asked, “Will you call a Special Meeting then?” The room was silent waiting for Muzik’s response, there was none.

Muzik was questioned earlier regarding payments to a “Mat Green” for several thousands of dollars. He replied Green was an independent contractor reviewing the assessment numbers.  Graham asked for the name of the company he works for and was told there was none but he was local.

So who is this Mat Green and did Muzik hire him without the approval of the HDWD board? What are his qualifications to be crunching the assessment numbers at this late date and holding up the outreach for the assessment vote?

On  August 29, 2013, I questioned Muzik about the check registry regarding re-reimbursements to “John Waddell.”  I was told Waddell was the project manager of the Los Osos project and was being reimbursed for his expenses to fly down to Yucca Valley to participate  in a workshop on the collection system construction. Who attended this “workshop?” Certainly one or two HDWD Board members should have been in attendance, right? No one reported out on attending.  What was the outcome of that workshop? Was our representative, Lou Carella in attendance?

Lou Carella is the professional hired to work on the assessments with Carollo Engineering who once worked for MWH, Montgomery Watson Harza.  The budget reflects $400,000 for  his services  and over $2.2 million for the design of the collection system.  Budget>LINK

The HDWD Directors need to demand a few answers to their questions, sooner rather than later.  Muzik would rather keep our elected officials in the dark.  Why?

Anyone care to bet the assessment numbers are higher than anyone anticipated and will doom the assessment vote?

    Folks the State is not mandating this boondoggle, it is the usual group that wants the less fortunate to increase their wealth. The state is good to go with the new aeration or uv septic tanks. Thats right no need to stop using your current tanks, most of us have many years left before we would need to go to the updated tanks. When we do have to go to the new style tanks, remember the cost of replacing your old tanks with new ones will be less than the cost to hook up to the boondoggle central system. this is a mega fraud being perpetuated by a small group of profiteers.
