Did Nuaimi lie regarding C.O.R.E. Renaissance?

Yucca Valley, Ca.,- Did the fired ex-Town Manager Mark Nuaimi lie to the citizens, staff and council members stating he did not know anyone from CORE Renaissance Senior housing before he positioned these developers to be “selected” for the Yucca Valley Senior Housing in a no-bid arrangement?
Nuaimi argued it was never a no-bid award to the CORE developers, however, in the Yucca Valley Town Council staff report of January 21, 2014, it states the following:
On October 19, 2010, the former Yucca Valley Redevelopment Agency selected National Core Renaissance of California (NCRC) as their preferred development entity to deliver an affordable senior housing project in the Town of Yucca Valley.” (Stamp page 151. Bold added for emphasis.) Agenda>LINK
The CORE Sierra property in Fontana opened in February of 2003 one year after Nuaimi’s successful bid as Mayor. The Sierra website states that CORE built two more properties called The Fountains of Sierra and The Gardens of Sierra.
The Village of Sierra website states:

Unfortunately the Yucca Valley Senior Senior Housing scheme will NOT have a Courtyard, BBQ area, community garden area, swimming pool, spa or full size fitness area. The C.O.R.E developers downgraded the elevation of the Yucca Valley Senior housing project.  A classic “Bait and Switch” scheme!
