“I am seeking the Office of District Attorney to restore effective crime fighting leadership to San Bernardino County and reduce the unacceptable levels of crime now threatening our local communities,” said Merritt.
“The incumbent District Attorney has failed the residents of San Bernardino County,” continued Merritt.
“Crime has risen significantly on his watch. Office morale among prosecutors is at an all time low. Gang crime is exploding. Mr. Ramos spends his time cavorting with politicians and attending conferences while criminal cases go unprosecuted and plea bargaining becomes epidemic.”
“The people of San Bernardino County deserve a District Attorney who makes fighting crime—instead of political grandstanding—his top priority,” declared Merritt, who was honored as San Bernardino County Prosecutor of the Year in 2002 for his effective crime fighting service.
“As District Attorney, I will put strict limits on plea bargaining; shut down the window-dressing ‘special units’ Mr. Ramos created; eliminate excessive office expenses; and focus the Department’s resources on fighting crime with 21st Century computerized methods. I will set the highest level of ethical standards and cancel the cronyism that has poisoned morale in the District Attorney’s office’” stated Merritt.
Local law enforcement and legal community leaders joined in supporting Grover Merritt’s candidacy.
“The decade under DA Ramos has been disastrous for this county, but few insiders will speak up for fear of retaliation” declared long-time prosecutor Sharon Caldwell. “Grover’s personal integrity, superior work as a prosecutor, top notch education, and vision for a cohesive modern approach to law enforcement make him the perfect choice to lead the fight against crime.”

Grover’s leadership will make a huge difference in reducing crime and revitalizing the management of our District Attorney’s Office,” stated Ray Pyle, former long-time Felony Supervising Deputy DA at the District Attorney’s Rancho Cucamonga office.
With more than 26 years of service as a Deputy District Attorney, Grover Merritt is one of San Bernardino County’s most experienced and effective criminal prosecutors. Grover received the District Attorney’s “Distinguished Service Award” in 2000 and he was honored by his colleagues as the County’s “Prosecutor of the Year” in 2002. He has extensive jury trial experience—with a special emphasis in prosecuting complex white collar crimes and drug conspiracies.
Grover managed the Office’s Appellate Services Unit for 13 years and also led a special 43-month grand jury investigation into county political corruption that resulted in prosecutions and multiple convictions. He has litigated or assisted in litigating cases from the old Chino Municipal Court to the United States Supreme Court. In addition, Grover served for four years as President of the San Bernardino County Public Attorneys Association—representing Prosecutors, Child Support Attorneys and Public Defenders. He has also served his profession as a Director of the Western San Bernardino County Bar Association and then on the Board of the California District Attorneys Association in Sacramento.
Grover earned his law degree at the prestigious Marquette University School of Law in 1984 and also served as member of the Marquette Law Review.
