Redevelopment Successor Agency Dissolution

Health and Safety Code section 34187 (b) states, “When all of the debt of a redevelopment agency has been retired or paid off, the successor agency shall dispose of all remaining assets and terminate its existence within one year of the final debt payment. When the successor agency is terminated, all passthrough payment obligations shall cease and no property tax shall be allocated to the Redevelopment Property Tax Trust Fund for that agency.”

If a successor agency (Agency) believes they are ready to dissolve, it is requested that the Agency send a letter to the Department of Finance (Finance) indicating that all of the former RDA’s debts have been paid off, any remaining funds have been remitted to the county auditor-controller for distribution to the local taxing entities, and disposal of all remaining non cash assets has occurred. Finance will send a letter acknowledging the end of your existence and Finance will cease all future communication with the designated contacts.

If you have you have any additional questions related to this topic please email Finance at:

A.Patrick Munoz and his powerful 100 old law firm continue to advise that an enforceable covenant will hold up on federal court.

Poppy cock! A covenant without an enforceable contractual executed agreement — just as the Dof requires — will not trump state laws, or a supreme court decision that mandates state law ABX1 26 as enforceable.

The Twentynine Palms City Council are rouge violators of California law. While they are mandated and sworn to uphold the laws of this state, four councilmen have also violated the trust of their office.

They are being lead around by powerful outside influences, such a the city manager and legal council and powerful outside redevelopment influences.

Election time cannot come soon enough.
