Notice of Completion, Notice of Availability of Tribal Environmental Assessment, and Notice of Public Hearing
Twenty-Nine Palms Band of Mission Indians (the “Tribe”) has directed the preparation of a tribal environmental assessment (“TEA”) for the project identified below in compliance with applicable regulations and rules. The Tribe is the lead agency and applicant for the proposed project. The Tribe is seeking approval of the TEA from the General Council of the Tribe.
Project Title: Twenty-Nine Palms Casino Project
Project Location: The project is located on a portion of the Tribe’s 160-acre Reservation in San Bernardino County, California (the “Project Site”). This location corresponds to Township 1 South, Range 9 East, in the northwest quadrant of Section 4 on the Queen Mountain USGS 7.5-minute topographic quadrangle map.

Regional access to the project site is provided by State Route 62, which is located approximately one mile north of the Project Site.
The Reservation is currently undeveloped. The Project Site is bordered by the City of Twentynine Palms to the north, east and south. The roads which border the northern, eastern and southern boundaries of the Project Site are Baseline Road, Desert Knoll Avenue, and Twilight Drive, respectively. Adobe Road and Joshua Tree National Park border the western boundary of the Reservation. The Project Site, where construction and operational activities would occur, includes 32 acres in the northwestern portion of the
Description of Proposed Project: The proposed project is the development of a 30,000 square foot casino up to 35 feet in height, accessible from Baseline Road, with 450 paved surface parking spaces and space for future overflow parking, 500 slot machines, seven gaming tables, cashier cage, deli, bar, administrative offices and back-of-house areas. Associated facilities include an on-site waste water treatment plant.
With the adoption of mitigation measures identified in the TEA, it is anticipated that the project will not have significant Off-Reservation effects on the environment.
Public Review Period: The TEA and its appendices are available for review during a 30-day comment period that begins January 28, 2013 and ends February 27, 2013. TEA materials are available for viewing at the Tribe’s website: <http://www.spotlight29.com/tribalreports.php>. Copies of the TEA have also been submitted to the following locations, requesting that they make the documents available for public review during their respective business hours:

Public Hearing: Notice is hereby given that on February 7, 2013 from 10:00 am to 12:00 pm, the General Council of the Tribe will hold a Public Hearing at Theatre 29, located at 73637 Sullivan Road, Twentynine Palms, CA 92277, to hear and consider public comments on the proposed project and the corresponding TEA. Those wishing to comment on the project may do so at this hearing.

Comments received through the public hearing process and submitted on the TEA shall be considered prior to adoption, of a Final TEA.

    I would highly encourage all interested parties to be at the Public hearing that will be on Wednesday, February 7, 2013 from 10:00 am to 12:00 pm, at Theatre 29, located at 73637 Sullivan Road, Twentynine Palms, CA 92277 where the General Council of the Tribe will be on-hand to hear and consider public comments on the proposed project and the corresponding TEA.
