Yucca Valley, Ca.,- In a recent post on Cactus Thorns, we learned the Yucca Valley Town Council members meet individually behind closed doors to review the agenda for the Council meeting beforehand with Town Manager Mark Nuaimi. Serial Meetings Behind Closed Doors.
The Town Manager explained during their individual agenda reviews, the elected Council members are asked if there are any items they need additional information on before the meeting or any specific questions that they may have.
In doing this, the citizens of Yucca Valley are denied to know what were the concerns of our elected officials and did they all have the same concerns? What about any inter-action or discussion among the Council members on the items at the meetings? Most important, what answers were given to each question asked and why wouldn’t the public have a right to know about that? Without the benefit of our Town Attorney being present during these private discussions behind closed doors, where is the legal oversight as to what is being said or promised?
There has been an effort to withhold information from the public by not including power-point information slides in the full agenda packet until the moment they are flashed up on the screen at the meeting. Having discussed this new information individually with each Council member, they sit in silence during the presentation wondering why the public is NOT there to comment. This tactic brought in by this Town Manager is a bad reflection on the Town Council and does nothing to build trust with the citizens. Adding ill will to the situation, Yucca Valley Mayor Dawn Rowe denied an additional two minutes extra time for me to comment on new information, even when there were no others requesting to speak…..then tried to scrub the entire incident from the minutes?
The power point presentation is never made a part of the full agenda in an electronic format and hard copy hand-outs are made available to the media by the Town Manager. To this date, there is no electronic version of that Measure U “Plan B” and the attempts to post to YouTube were poor quality. Plan “B” was shot down. No-No Nuaimi! Council Cinches Up Purse Strings.
Did you know the past two Town Manager’s annual evaluation were held on Saturday mornings, in closed session? Past Town Manager, Andy Takata’s evaluations were held at a scheduled Council meetings, in a Closed Session with benefit of a Town Clerk and Town Attorney. Most public agencies hold the Manager’s Performance Review during Closed Sessions during a regular scheduled Town Council meeting with the benefit of the Town Attorney and Town Clerk. This inexperienced Town Council needs to check with other Public Agencies, I have.
Transparency is necessary to gain the trust of the public and not run the Town of Yucca Valley like a private club.
For these reasons listed above, I ask you to vote for Robert (Bob) Leone for Yucca Valley Town Council this March 5th. Leone will bring his experience to this newby Town Council who are being led around by an aggressive Town Manager.
