One item on the Consent Agenda was passed without any discussion by the Town Council members which was the Partnership Agreement with the Boys & Girls Club for one year at $43,000.00 was approved without any comment.
What started out in 1994 as rental for their gym facility has since morphed into an annual payment to this Non-profit automatically renewed, so it seems. The Staff report cites the term of the contract was extended in 1995 to the year of 2010 to secure the amortization of the Bond Acts Fund.
“Subsequently, the Town Council has approved annual agreements to cover the Town use of the Boys and Girls Club Facility.”-Staff report.
The Staff report breaks down the allocation as follows: “$16,000 for Facility Use and $27,000 for Youth Program Support.” Also stated in the Staff report, “The amount of payments has been determined annually in conjunction with the preparation and adoption of the Town Budget. The original contract also provided for use of the facility as an emergency shelter in the event of a local disaster, but such use has not been necessary.”
Two years ago, I raised concerns with their Board of Directors about the lack of water/food/ blanket storage in the event there was an earthquake while the children were in the facility. I suggested there should be an emergency clothing package set aside provided by each child with a change of clothing, socks, underwear and emergency contact information in the event the building did not survive a severe earthquake and the children had to be evacuated. Heads were nodding, uh-huh, but I believe my concerns fell on deaf ears.
Now my concerns include the Town’s use of the facility in case of an emergency. If our tax dollars are earmarked to include this facility for this purpose, shouldn’t the Town be prepared in advance?
Earthquakes in our region….it is not a question of IF, it is a question of WHEN.
