Project Phoenix Denied Again – City Warned Of Improper Actions By State

It is time to stop the insanity and hold the current city manager accountable. We are in receipt of a letter from the State to Richard Warne dated October 7, 2012 that specifically tells Warne that Project Phoenix has been denied in the past and it is denied again.

the State then points out some shenanigans that our city has engaged in and tells Warne to get it fixed or else.

    UPDATE:

    Turns out that three of the five council members did not know that Richard Warne received this letter on October 7. In fact the council members contacted did not even know of the existence of the letter until they were told that it existed by individuals such as myself.

    Now October 7 was two days before a council meeting. It was a Sunday and that letter was emailed to Warne. So, when he got to work on Monday it was sitting there in his outlook express. One would think that this type of information should have been presented to the council and the public at the council meeting of October 9 But it was not.

    At a minimum Warne should have called each council member personally and informed them of the contents of the letter but that did not happen either.

    Not until I contacted a council member did city staff start calling council members and telling them about the existence of this letter.

    It is a sad state of affairs when a citizen has to inform council members of matters that directly affect the city to the tune of 31 million dollars. It is even sadder when I have to email PDF files to council members so that they can read the letter that an employee of theirs – Warne – had for a week and just did not think to let them know about.

    It is time for heads to roll be it by a special meeting of the council to fire Warne or at the election box on November 6 when Cole needs to be fired for supporting this mess in the first place and continuing to support it today.

    However, I imagine by Wednesday night at the Forum Cole will be spinning some sort of story so as to not accept responsibility for this fiasco.

      UPDATE:

      We all need to remember that this letter from the State to Warne was written after the $6,800.00 tax payer funded trip to Sacramento in late September to impress upon the State the very special circumstances of 29 Palms and the last minute sale of 31 million in bonds. Never mind that the city already had 5 or more no answers in their pocket.

      We also need to remember that when John Cole, Richard Warne, Patrick Muzoz and Matt from RSG returned from that trip they told the other four council members that the State had not fully comprehended the complexity of 29 Palms situation and that the State would inform the city of their decision after evaluating the newly presented complexities and nuances of the the bond sale.

      Well, here is the answer and it is dated October 7, 2012 and it is the same answer that Warne and Cole have gotten over the last year or more – no is no and that means no.

      The word today is that the new spin from Warne on this latest revelation that he withheld information from the council and the public is – are you ready for this, the same old spin he has been using for a year which the council and the press have bought into each and every time he presents it – here it is…….

      We needed time to evaluate what exactly was being said by the State in their letter and it takes time to prepare a comprehensive and detailed report of the progress we are making towards the completion of project Phoenix.

      Notice that none of the above is in quotes but pretty reliable sources inform me that will be the spin.

      We also need to add in a touch of that the amateurs out there in the city are not dealing with high level employees at the State and they, meaning me, and anyone else that is seeing through this smoke screen, are simply uninformed.

      This mantle of unfathomable complexity for average man is growing thin and one now needs to ask exactly who is wearing the Emperor’s new clothes?

      I don’t know about the rest of you but I do not need a high priced city manager and a just as expensive lawyer with an equally expensive consulting firm to explain to me the fine nuances and shades of meaning to the term “no”.

      It is reminiscent of some former president asking “it depends on what you definition of it is?” – Give me a break.

        thanks Steve you are the stuff when it comes to getting to the bottom of this crap. Maybe someday I will be able to convince you of the waste of having an added layer of bureaucracy like our city is
