The money accumulated over 12 years in two special funds the department uses to collect revenue and pay for operations: $20.4 million in the Parks and Recreation Fund, and $33.5 million in the Off Highway Vehicle Trust Fund.
The money accumulated, state officials said, because the parks department had a pattern of underreporting the actual size of the funds in its regular dealings with the state Department of Finance.
Why and how this occurred remains a mystery and will be the subject of investigations launched Friday by the Department of Finance and the state attorney general’s office, said John Laird, secretary of the California Natural Resources Agency, which oversees the state Department of Parks and Recreation and who announced the discovery of the funds on Friday.
Officials said they don’t yet know whether any laws were broken or if additional employees will be disciplined.

Liars, damned liars and then there are politicians. For years the OHV Trust fund has been the slush fund for every whack job environmentalist extremist and flaky LEO test bed that has come along. We have dutily paid our green sticker fees Trusting beyond trust that the funds that were put into the “Trust Fund” would go to maintain and expand Off Road Opportunities. What happen is, every fly by night chief of police and Sheriff dipped their hands into the till along with guys like Klasky and his piece of shit crew were given the wink to use those funds to deny the very people paying for the trust fund their rights as citizens.
It is my hope they do a complete audit of the Parks Department, find our what happened to those 10s of Millions of dollars that were ripped of from the off road community… track down the culprits and hang them from the closest San Francisco Lamp Post.
Lets see where this is going to go…. I have a feeling that the money will be confiscated and once again the Off Road Community will foot the bill.

It is us, all the conscientious and responsible off-roaders in this state… we created the OHV program ourselves. We created it to benefit and properly manage off-road recreation. We alone fund it. We made the program viable despite all the anti-ohv appointments to the commission and envious little hands in the till.
But this is the last straw. Continuing to allow them to steal from me is something I will do no longer! Nor will my family or friends.
Registrations, Green Stickers, Gas taxes, gate fees etc. etc. are all avoidable one way or another.
The off-roaders COOPERATION is needed or there will be no hard earned dollars for thieving bastards to steal. I think the state is in for a rude awakining.
I would hope you got my sarcasm Mike. I am totally fed up with getting screwed out of my green sticker monies. I am down to one bike out of about six that has one. It won’t be long and that one won’t have one. I am tired of giving my hard earned money to the states general fund to pay for something I don’t benefit from. This state is turning us law abiding riders into criminals every time we turn around. I believe you are right that the state is in for a rude awakening. I read more and more on the message boards that off roaders are getting fed up with all the trail closures and are starting to not really give a horses patoot about all the new signage. Some of these trails have been in existance for over a hundred years and now they are closed. Give me a break.
