It has been reported to us from the highest and most reliable sources that RSG’s Matt McCleary on Tuesday June 12th told the City Council that The State has “Approved” the cities request for appeal and that they have been given the go ahead to continue with “Project Phoenix.”
We are hereby Calling Bull Shit.
This the email sent to us June 15th with attachments that states no such agreement has been made and that the appeal is still under consideration.

Dear Mr. O’Brien,The Department of Finance (Finance) received the following request dated June 14, 2012. Your request seeks an electronic copy of the appeal your city made to Finance’s deficiency letter dated April 27, 2012; specifically an appeal dated after May 9, 2012, and Finance’s response to the appeal. To date, Finance has not replied to the appeal, but the appeal is attached for your review.
Since Finance does not hold Public Records Act requests open, you will need to submit another request at a later date if you are interested in receiving Finance’s response to the appeal letter.Sincerely,
Jeanna Wimberly | Training and Administrative Officer | California Department of Finance | office: 916.445.3274 Extension 3061 | 916.323.0488A PDF of the most recent Correspondence

Just who does McCleary think he is sending out emails to the State and of course leaving the Council out saying that the State has not responded to his and Warne’s BS that it is deemed approved by himself. Haaahaaaahaaaa.
