Redevelopment Agency Ruling will hurt San Bernardino County: Supervisor Gonzales | Best Syndication
(Best Syndication News) The California Supreme Court ruled last week that Assembly Bill 1X 26, that will dissolve county and city redevelopment agencies, was a proper exercise of the legislative power.
Redevelopment agencies across the state will cease to exist on February 1st of this year. The court also struck down a companion measure that would allow local RDA’s to continue to exist if they share money with schools, Assembly Bill 1X 26.
The court said that the state has the authority to “create entities, such as redevelopment agencies… and the corollary power to dissolve those same entities when the Legislature deems it necessary and proper.”
Governor Jerry Brown proposed eliminating the redevelopment agencies in an effort to increase state revenue. The money will go to schools and other public services. The ruling validated “a key component of the state budget and guarantees more than a billion dollars of ongoing funding for schools and public safety,” Brown said in a statement last week.
Other public officials applauded the court’s ruling. Los Angeles County Board of Supervisors Chairman Zev Yaroslavsky, called redevelopment agencies a “honey pot” that cities used for commercial and non-profit projects. He said that the agencies didn’t have anything to do with blight, but were used to subsidize private real estate ventures that “otherwise made no economic sense.”
Gonzalez says San Bernardino County has been using redevelopment to create jobs and revitalize the community. “Without redevelopment, the area that was once Kaiser Steel would still be a broken-down wasteland, the community of Cedar Glen would have no hope of recovering from the devastating wildfire of 2003,” the supervisor said.
